Services like Uber Eats, Tesco Whoosh, and Deliveroo have changed how we buy and consume alcohol. But the speed and convenience mean the legal systems designed to keep people safe (including the Licensing Act) have not kept up in the era of the app.

Keep drinking when you might otherwise stop
Order more alcohol in the moment, including after you have already been drinking

Services like Uber Eats, Tesco Whoosh, and Deliveroo have changed how we buy and consume alcohol. But the speed and convenience mean the legal systems designed to keep people safe (including the Licensing Act) have not kept up in the era of the app.

Rapid delivery can make it easier to:

Keep drinking when you might otherwise stop
Order more alcohol in the moment, including after you have already been drinking
Access alcohol without the same safeguards you would expect in person (like age and intoxication checks).

These issues are causing real damage – particularly making things worse for people whose drinking is creeping up, are at risk of alcohol-dependency, or are struggling with a journey of recovery.

Working Together to Reform Rapid Alcohol Delivery Services

We are calling on the Government to introduce practical, proportionate safeguards that help people stay in control and reduce avoidable harm.

Today, please ask your MP to write to the Home Secretary to take immediate action.

Together, we can support thousands of people by getting this issue onto the Government’s to-do list and fixing rapid delivery services in the UK.

I am writing to you to highlight the important and growing issue of rapid alcohol deliveries and the impact these services are having on individuals and families every day. Ordering harmful amounts of alcohol online through apps like Deliveroo, Tesco Whoosh and Uber Eats is now quick and easy with a click of a button.

While it may be convenient for some, it is also making it easier for people to drink more than they intend - particularly when they are already intoxicated. This highlights major gaps in how the current licensing laws are applied to delivery services.

Polling commissioned by Alcohol Change UK in April 2026 shows:

• 1 in 5 people (22%) use rapid delivery services to order alcohol at least weekly – 12 million UK adults

• Those at an increasing or high risk of alcohol harm are more likely to use rapid delivery services weekly than those at low risk (43% compared with 19%)

• Around 3 million people are worried about someone else’s increase in alcohol consumption because of rapid deliveries.

These stats show that people no longer need to leave their homes to continue drinking and lax verification processes mean people can purchase alcohol when highly intoxicated or under-age. Research commissioned by Alcohol Change UK in 2024 showed that only 22% of 18-25-year-olds reported always having their ID checked on the doorstep.

There is clear public support for action on online alcohol delivery services. With 3 million people now worried about someone else’s rising alcohol consumption due to rapid delivery services, Alcohol Change UK is calling on the government to update the Licensing Act (2003) to reflect the rise of online delivery and protect people from alcohol harm. This includes:

• Robust age verification and intoxication checks – both at point of ordering and point of delivery, with delivery drivers given enough training, time and support to carry these out.  
 
• Make it easier for individuals, and their family members, to ‘block’ their own access to ordering alcohol on delivery services like apps and supermarket accounts – just like existing gambling blocks, these need to be robust and not easy to over-turn. 
  
• Introduce a ‘pause’ – enable a generous pause between ordering and delivery of alcohol, when the order is over a certain amount.  
 
• Limit the hours alcohol that can be delivered directly to your home – for example between 10am and 10pm.

This is a hidden issue which will be affecting hundreds of people in our constituency today. So as your constituent, I urge you to write to the Home Secretary, Shabana Mahmood, to ask the Government to implement these policies and ask what steps they are taking to strengthen regulation of alcohol delivery services.
